I don't know why that page on Github is down now. It didn't say much though, just that h2swf is similar to sIFR and can add background boxes, you can see that on the City website. It seems h2swf is jQuery plugin, but I have no idea if this is the only way how to use it or how to set this up. It's not very helpful, but it's all I've got.
